20 Year Regional Infrastructure Plan

A priority for the HIIF is the preparation of a Hunter Region 20 Year Infrastructure Plan, setting out the long term infrastructure priorities in the Hunter region based on 5, 10 and 20 year increments. The Plan is intended to inform the recommendations for the investment of the $350 million fund and provide an ongoing framework for sound infrastructure investment into the future.

Call For Projects

Two calls for submissions for infrastructure projects have been made for consideration by the Board that broadly fall within the categories of transport, education, water and health. Potential projects were assessed against Eligibility Criteria. If a project met Eligibility Criteria then it was considered against the Essential Criteria.

Hunter Strategic Infrastructure Plan (HSIP)

Under the overarching 20 Year Regional Infrastructure Plan is the Hunter Strategic Infrastructure Plan (HSIP) - http://www.hunterinfrastructureplan.com.au/ - published in late 2013

The HSIP provides an infrastructure blueprint for the Hunter metropolitan area to better understand the infrastructure capacity of the region and identify areas where infrastructure could be enhanced to boost productivity.  
 
The plan specifically considers infrastructure in the Lower Hunter, comprising Newcastle, Lake Macquarie, Port Stephens, Cessnock and Maitland Local Government areas.

Purpose

The HSIP will assist with the identification of regional infrastructure priorities for future funding from the State and/or Federal Government.  It will also help to ensure that investment in infrastructure, both public and private, is targeted to support regional productivity, sustainability and liveability outcomes.



Process

The plan was funded through a $500,000 grant under the Commonwealth Government’s Liveable Cities Program to support infrastructure and land use planning in the Hunter region.

The project was undertaken as a collaboration between Hunter Councils Inc (through Maitland City Council as the nominated applicant), Regional Development Australia - Hunter, the NSW Department of Planning and Infrastructure, the Hunter Infrastructure and Investment Fund (HIIF) and the Hunter Development Corporation, co-ordinated via a Project Control Group (PCG).

The project also developed a unique Integrated Infrastructure Planning Tool using Geographic Information System (GIS) technology to model infrastructure capacity and capability.  The HSIP is also informed by an employment lands analysis and updated demographic / growth scenarios, covering the study area.

Consultation

The PCG undertook targeted consultation involving relevant infrastructure agencies.  In addition the project took account of relevant consultation undertaken by others that may feed into the plan.
